plymouth sometimes does not start

Bug Description
Binary package hint: plymouth
very occasionally on boot, I will be stuck with simply a cursor in the top left corner (which I see on normal boot between grub and plymouth starting).
I press power button and then all the spew appears and the computer shuts down
Next boot is fine.
