Bug Description

Binary package hint: plymouth

Ubuntu boots in about 9 seconds for me.
Plymouthd gets started at second 5.
Plymouth gets started at around second 6.
Xorg gets started at around second 7.

So for at least 5 seconds I see only a black screen.
For less than 3-4 seconds does I see the splash screen.
I see the splash screen for less than half of the time Ubuntu is booting.

Plymouth starts too late. Plymouth needs to get started earlier.
