Kubuntu logo is not displayed on startup

Bug Description
Binary package hint: plymouth
When booting no splashscreen / Kubuntu logo is displayed. I only see a blinking console cursor. First a big cursor / low resolution display, then the screen flickers when the resolution is adjusted, afterwards the cursor is tiny / the screen resolution high. (Then X starts as usual.)
It works fine on shutdown, though.
I'd expect to immediately get a high resolution, no flicker, no console cursor, but a fancy logo.
