Do you have the plymouth-theme-ubuntu-logo and plymouth-theme-ubuntu-text packages installed? Do you have cryptsetup installed?

Do you see the graphical splash on shutdown?

Does running these commands:

  echo FRAMEBUFFER=y | sudo tee /etc/initramfs-tools/conf.d/splash
  sudo update-initramfs -u

fix it for you? (bug #540801)

Yea, that seemed to fix the problem. I won't get you to explain what
