After an encrypted installation, no splash screen or prompt is displayed asking me to remove the installation disk. Pressing any key (not just Enter) causes the system to reboot.

Bug Description
This bug was discovered while doing an Ubuntu QA test, "Install (entire disk with lvm and encryption)" for Ubuntu Kinetic. The host system specs are the same as here: https:/
At step 24, when I click the "Restart now" button, the screen goes black, except for one solid, non-blinking underline-like cursor in the upper-left corner of the VM screen. It appears to just stay there, never showing me the prompt to remove the installation media and press Enter to reboot. Additionally, I can press any key (not just Enter) to trigger a system reboot at this point.
Steps to reproduce the bug:
1: Download the Ubuntu Kinetic daily ISO from 2022-05-11. Here's the link: http://
2: Open virt-manager, and ensure that you have a connection to "QEMU/KVM User session". (If you don't, you can create this connection in virt-manager by clicking "File", "Add Connection", selecting "QEMU/KVM user session" in the "Hypervisor" drop down, then clicking "Connect".
3: Create a new VM under QEMU/KVM user session. Select the Kinetic ISO downloaded above, set the OS to "Ubuntu 21.04" (that's the newest version my virt-manager recognizes), and give it 4 GB RAM, 2 CPU cores, and 20 GB of disk space.

Expected results: In step 24, after clicking the "Restart Now" button, I should be told to remove the installation media and press Enter to reboot. Only the Enter key should cause a reboot.
Actual results: Prompt is never displayed, any key will trigger the reboot (one time I did "Shift+0" because I was accidentally typing in the VM rather than in a text document, and one time I think I did "j" - both triggered a reboot).
Note: Apport isn't able to open my boot.log file for some odd reason, so I've manually copied it out of my system and attached it.
