Live session shutdown prompt is missing, just keeps spinning

Bug Description
The live session shutdown prompt that tells you to remove the installation media and press ENTER is missing. The spinner just keeps spinning.
This seems to be a new problem since plymouth 0.9.5git2021040
Workaround:
Press Enter to shut down. It still works.

It appears casper-stop is still running as intended because this appears on tty1 (VT1):
Please remove the installation medium, then reboot.
So that means /bin/plymouth is executable and was successfully pinged. It just failed to respond to:
chvt 63
plymouth message --text="$MSG"
Maybe with the new forking logic we're talking to the wrong instance?
