On a basic Intel laptop :

once every 2 boot , the spining whell runs forever and GDM does not show

Do you have an external monitor connected when the problem happens? I am reminded of bug 1872159.

the several clients had this without external screen but I mark it anyway as a duplicate of 1872159 , as it seems to happen also less often to some people without external screen
