Spinner is never seen on boot

Bug Description

When I was using CLion on my PC, CLion, Gnome, and then the entire PC froze, during which I pressed Control-Alt-Fn-F1. Minutes later, a black screen appeared, and I found myself on the login screen. I then logged back on, finding all my previous programs closed. I then rebooted the PC.

After the reboot, when the machine was booting up, only the Dell and Ubuntu logo appeared. Plymouth was absent, and even when I pushed the down button on my PC, the Dell and Ubuntu logo remained on the static screen until Gnome booted up.

Plymouth was supposed to appear, and when I push the down button, the boot process was supposed to show as well, but it did not.

I sent this report the moment after I logged back in.

Thank you for your bug report, could you add the journalctl log from the faulty start?

The issue doesn't seem to be a plymouth one though, it sounds like the system frozen/hit and issue and maybe something got corrupted or in a buggy state

The Ubuntu logo _is_ Plymouth so it's unclear to me what you think is missing. Is it just the spinner that's missing? If so then that's normal for systems that don't need to run Plymouth for very long.

To clarify what the problem is, please attach a video or photo of it in action.

There is some threshold below which the spinner doesn't appear, by design. So it's unclear if there is any bug at all here...

1. Please tell us exactly how long you see the Ubuntu logo on bootup.

2. Please report the issue to the Plymouth developers at:

   https://gitlab.freedesktop.org/groups/plymouth/-/issues

   and then tell us the new issue ID.
