boot splash shows green underline under logo

Bug Description
in Eoan, i'm seeing a green underline below the splash logo (see screenshot). Happens even when booting with the old disco kernel. Only seems to affect my
laptop display, and not any externally connected monitors (those display the
splash without the green underline)
Sometimes, but not always, am also seeing the password dots for my encrypted partition have a green underline as well.
