No encryption password prompt with plymouth

Bug Description
After installing fresh, system booted fine and prompted for password to decrypt root partition. After running the latest updates, now the screen stays black on boot, but blindly entering password works to get the system booted. This could get very confusing for users, as you now have the option when installing to encrypt the entire filesystem. I reinstalled thinking my system broke, when it didn't really, I just can't see the password box.
