I guess I am affected. I want to disable plymouth because of nvidia displaying plymouth ugly (well known issue). In /etc/default/grub I set:
GRUB_CMDLINE_LINUX_DEFAULT="quiet nosplash"

but after system start it shows me:
/scripts/init-bottom/plymouth: line 18: /bin/plymouth: not found

The same problem had another user:

I followed the topic but with no success

I even # all lines in plymouth file located in:
/usr/share/initramfs-tools/scripts/init-premount
No effects.

This bug report might be related to the problem

In comment 6 it says: status: Fix Committed → Confirmed
but I don't want plymouth. With nvidia it looks ugly and seems to slow down loading the system.

Did you update your initramfs after editing the script? IIRC, it's enough to run it with -u:
update-initramfs -u

Yes, I did
sudo update-initramfs -u
sudo update-grub

I noticed this plymouth file refers to cat /proc/cmdline, here is mine:
BOOT_IMAGE=/boot/vmlinuz-4.4.0-24-generic root=UUID=...6349b6d1 ro quiet nosplash

It is on Xenial 64-bit.
