plasmashell crashes when two displays connected on kubuntu 19.10

Bug Description
Problem description:
1) connect one display using USB-C DP alternate mode docking station ( i-tec USB-C Metal Nano Docking Station 4K HDMI LAN + Power Delivery 100 W )
2) connect second display using onboard HDMI
3) kubuntu recognizes displays configuration so laptop screen is disabled, both external displays show default background, but Plasma panels are missing. Starting plasmashell from Alt+F2 dialog "fixes" this problem.
When plasmashell is started in Konsole, and procedure above is repeated, one can see:
