Impossible to modify the layout of the second screen

This bug exists to track the progress for fixing KDE-b u g 369665] in Kubuntu 16.10 and Zesty.

This will be fixed in Zesty soon as we'll upload Plasma v5.8.2 which has this fix baked in, but for Yakkety, we need a fix.

I'll upload the fixes for both in a PPA.

It seems that this requires backporting screenpool.h as well. I'll play with it more tomorrow, but I hope it's doable.

It's do-able-not to link a kde-b u g in the description here falsly to LP, after trying various amendments the result shows (history is kept). And yussurian_uk, If you want to mention bugs that are related, but shouldn't be picked up by the remote-bug-bot -> just put them in brackets. You'll see pretty soon, what i mean.

To my mind you could add some info on whats related to that question like

qdbus org.kde.KWin /KWin supportInformation

They know for the best if a patch is adoptable with the Qt-Version we have here.
