KDE panel doesn't refresh with EGL

Bug Description

After upgrading to Kubuntu 15.10 the KDE panel doesn't work anymore.
After login it works for a few seconds, then freezes.
If I start applications they won't show in the windows list, the clock is stuck to the login time, and dropbox is starting.
But on mouse over the panel is active, if I put the mouse on the dropbox icon I can see the status, and by blind clicking in the windows list I can switch windows.

I attach a screenshot of the panel not redrawing.
As you can see there are two open windows that are not listed in the panel, and the panel clock is stuck at 1:20 (the login time)

Seems that changing the compositor from EGL to GLX fixes it

This bug is very old, if it remains an issue please update the bug with info from a supported release.
