Bug Description

SSIDs which contain non-ASCII characters typically use UTF-8 encoding and most WiFi management tools/clients interpret them as such. KDE's network management widget should also assume UTF-8 or the locale's configured encoding rather than ASCII for SSIDs.
Test case:
1. Create WiFi network with a eurosign in the name (using hostapd - add/change "ssid=Internet 5€/10 min." into a config file).
2. Scan for available networks (sudo iw dev wlan0 scan) and verify the advertised SSID:
SSID: Internet 5\xe2\x82\xac/10 min.
3. Observe the list of available networks in plasma's network manager widget.
