I do not think this is a bug. A while ago the decision was made to turn off icons in menus by default for Gtk apps. The rationale was that the icons did nothing to clarify the menu entry's purpose and only cluttered the user interface.
If you want to change this steting you can do the following:
Run gconf-editor (alt+f2, then type gconf-editor), go to desktop> gnome>interface and checking 'menus_have_icons'. You might also be interested in checking 'buttons_ have_icons' '.
