plasma-netbook no debug symbols package exists

Bug Description

KDE4 plasma-netbook 4:4.8.3-0ubuntu0.2 often crashes on Ubuntu 12.04 amd64 but apport won't allow me to report it because there are no debug symbols, and there is no available package containing them. I have kde-runtime-dbg, kde-workspace-dbg, kdelibs5-deb, kdeplasma-addons-dbg, libc6-dbg and libqt4-dbg installed but there is no plasma-netbook-dbg or any other plasma debug package. Apport reports that it is missing the debug information for /usr/bin/plasma-netbook and /usr/lib/kde4/plasma_applet_menubar.so but can't find any suitable package.

The menubar is I it's own package.
