You would need to ask your distro packagers to rebuild either networkmanager-qt or plasma-nm against current NetworkManager version.

I have the same problem in Kubuntu 15.10 upgraded from Kubuntu 15.04. I still use kernel 3.19 because the video card behavior with kernel 4.X is not good.
When I try to add a new connection:

The upstream Bug was already in the original post. And it was fixed for me a long time ago.
