Bug Description

Opening plasma-discover on a Kubuntu Jammy daily live CD reports:

"Unable to load applications
Please verify Internet connectivity"

The Internet connection is fine, and Discover even shows that updates are available.

On subsequent loads there is no issue, so it looks like the app simply isn't "ready" when it is loaded for the first time.
