Snap backend not packaged

Bug Description

Kubuntu 17.10

Ubuntu doesn't package the Snap backend for plasma-discover:

$ apt search plasma-discover | grep -i artful

plasma-discover-common/artful,artful,now 5.11.5-0ubuntu1~ubuntu17.10~ppa1 all [installed]
plasma-discover-flatpak-backend/artful,now 5.11.5-0ubuntu1~ubuntu17.10~ppa1 amd64 [installed]

As you can see, the Flatpak backend is packaged, but not the Snap backend! This seems odd given that Canonical is trying to promote Snap adoption, yet users of KDE Discover on Ubuntu-based distros (including Kubuntu) can't use Snaps! I would strongly recommend packaging the Snap backend.

This is because because Aleix Pol advised us that it was not production ready for 5.11.x

At present in our packaging it is built and packaged with Plasma 5.12

Fixed in Bionic and 5.12.
