Unable to interact with panel after right-clicking Pager widget and selecting Configure Desktops

I am unable to interact with the panel and widgets on it after I right-click the Pager widget and select Configure Desktops, until I close the window.

Steps to reproduce:
1) Right-click the Pager widget in the lower left (by default)
2) Click "Configure Desktops" on the context menu
3) Attempt to left-click the Application Launcher, right-click a taskbar entry, etc.
4) Notice that nothing happens
5) Close the Configure Desktops window
6) Notice that for some actions in (3), the correct response now happens (delayed), and for some it still doesn't

Expected result:

Actions taken in step (3) immediately have an effect, as normal.
