Plank Prevents Dragging Apps to Other Screens When Unhidden

I'm running Plank Dock on Ubuntu Mate 20.04. I have two physical screens, one external Acer 22" monitor running 1680x1050 as my Primary screen with Plank Dock at the bottom, the second screen is my laptop screen 1366x768 as my secondary screen and positioned physically and virtually below the external monitor. When I turn off "Hide Dock" Plank prevents me from dragging an open window on the Primary screen to the secondary laptop screen below Plank Dock.

This might be related to this bug report from a few years ago:

The suggestion was that you can't use the functionality of an always visible dock on the boarder between two physical and virtual screens. Since this suggestion was given two years ago, I was wondering if perhaps a possible work around has been developed to make visible docks work correctly when they are on a screen boarder between two screens? Therefore I opened this bug report since my issue was slightly different from the issue spoken about in bug# 1539022.
