Plank crashes on XUbuntu 19.04 (Xfce) when trying to drag and drop an icon

Bug Description

1) XUbuntu: 19.04
2) plank: 0.11.4-4
3) Expected to be able to move icons with drag and drop.
4) Plank crashes as soon as you start to drag an icon in order to move it. When running plank from the command line, the following error is shown when it crashes:

(plank:5762): Gdk-ERROR **: 14:23:36.184: The program 'plank' received an X Window System error.
This probably reflects a bug in the program.
The error was 'BadValue (integer parameter out of range for operation)'.
  (Details: serial 4938 error_code 2 request_code 26 (core protocol) minor_code 0)

When I run plank as root (from the command line), drag and drop icons works like a charm.

EDIT: Dragging icons also works without issues if plank is auto-started at boot.
