Plank Doesnt Update on When Apps are Opened

Bug Description

When an app is opened, Plank does not update and does not show the freshly opened app in the dock.

I can switch desktops to cause Plank to update and show all open apps.

I even reinstalled my OS to try to resolve this.

Plank works for some time, then starts to fail.

Some info:
Dell XPS 9370
Ubuntu Budgie 18.04.1 LTS
Pixel Saver and Global Menu budgie applets installed (Plank still bugged if I remove these)
Gnome 3.28.2
Budgie Desktop 10.4

I've attached a short screen recording of the bug. I open 3 seperate applications: VSCode, VLC and Chrome and non of them show up in Plank. Note that if I switch desktops to 2 and back to 1, Plank will update and pick up the applications.

Also note: if I open 2 of these applications, like Chrome, then VSCode, Plank will stay "1 behind", meaning it will display Chrome, but not VSCode, then if I open VLC, it will display Chrome, VSCode but not VLC.

As addon my plank fades out if the mouse reach over, so nothing can ever clicked. Nor does it switch the desktop for an running application on other screen.

Is it possible to delete the whole plan config?

@00knight have you got "Restrict to workspace" ticked in plank preferences - behaviours? What happens if you untick that option?

I have Restrict to Workspace enabled.

Disabling it seems to resolve the problem.

Re-enabling it after disabling it and the problem once again appears.

Interesting. No idea if this is a bug with plank ... or if plank is expecting something specific from budgie-desktop that it isn't currently providing

I use Ubuntu 20.04 in ubuntu:gnome-session. With the gnome-shell extension named pixel-saver which integrates APP title-bar into the gnome-shell dock enabled, plank won't show up when some APP is started up. I have to switch to another APP to activate it.
