piuparts flags /etc/localtime as an unowned file

Bug Description

When I try to use piuparts in sbuild while building a Debian package, the piuparts run fails because it complaints that there's an unowned file /etc/localtime which my package definitely didn't create.

This is either a piuparts-on-Ubuntu bug, in that piuparts should exclude /etc/localtime from its checks, or it's a bug in whatever package creates /etc/localtime but doesn't take ownership of it as a conffile or something.
