Ubuntu applications use the Launchpad integration library to provide shourtcuts to Launchpad to obtain help, report bugs and submit translations.

For what it's worth: live.gnome. org/Translation Project), so directing people to launchpad's translation would be a waste of time modifications, those can be accepted to keep the ubuntu-specific package patch as small as possible.
