add a censor tool to pinta

Bug Description

It'd be nice to have a censoring tool to `pinta` which makes the selected area unrecognizable by mixing colors. That's less disturbing than a black form in the image.

Probably this would make sense as an effect that could draw random colours into the selected region?

Maybe this is already implemented as "Blur" effect.

1. Mark the area on canvas, that you would like to blur.
2. Menu Effects | Blurs | Unfocus.
3. Change number to e.g. 4.

But be very careful with any kind of effects to be used. I am not an expert, but I know programs exists to unblur images and so reveal e.g. face you would like to censor.

Most probably Pinta effects were not made in awareness to be censorship resistant. This may be pretty dangerous to use Pinta effects for blurring images for censorship compliance.

If I remember correctly, few years back I have once read article, how to properly make blurring images to be censorship resistant is to take selected area, make some zooming, then execute blurring and then unzoomming back to original selected area size. This should be more in deep investigated, to implement it properly. The end result may look very very similar as using Blur effect from current Pinta implementation, but with unblurring made pretty impossible.

The safest way to "blur" image is still to use only one single colour (that reported of this bug would like to avoid), but still:
1. Rectangle tool.
2. Set Fill Style to Fill Shape.
3. Draw background filled style on canvas to make a censorship.
