I am not sure if this is really a bug in Pidgin itself. It is however extremely annoying when having contacts who are using Android phones on Pidgin since it alerts and pops up the notification window every time they bounce, which in my case one of my contacts seems to be bouncing every few minutes. If this isn't actually somehow a bug in Pidgin that needs to be fixed already, its probably really a bug in Android or the GTalk server, then there should be a change to allow dampening of the status changes from specific users so that no sound or bubble pops up for them. I am to the point I will have to disable my father in law's contact on Pidgin because of this issue and there are many millions of users on Android now and it appears lots of people are seeing this bug.

This bug might also affect empathy especialy if its an issue with Andorid/GTalk itself, so may need to be worked around in it also.
