If a click on notify baloon chat window is not opened

* Someone writes me
* See pidgin baloon on notification tray, and the name of the person
* Click on baloon, notification icon passes from blu to with and baloon disappears
* A new window is opened but it's not show above all
* I must click on pidgin icon and open window conversation

* Ubuntu Raring 13.04 (but in 12.10 too)
