Pidgin-Festival Plugin Has Stop Working

Bug Description

This plugin was working fine until I upgraded to Ubuntu 12.10 Beta 2.

Now, although the plug-in is enabled, I do not hear my instant messages being read aloud anymore.

I just upgraded to Ubuntu 13.10.

After doing this, someone sent me an instant message and it was spoken to me through my speakers. This is the first time that's happened since Ubuntu 12.10. It caught me by surprise. I hope this stays fixed for the 13.10 release!
