I tried to install phpmyadmin before installing MySQL 5.1 (was not a dependency as well)
Installing was on an (almost) clean machine with Ubuntu Desktop 9.10 installed

After I got this error message, phpmyadmin was installed and functioned fully.

Sort of spurious error.

Do you have a MySQL server configured and running locally ?

No, I first installed phpmyadmin.
During the process I got the error.
Then I installed MySQL 5.1 server.
Aftert that phpmyadmin was functioning correctly.

In my opinion it is part of the bug that phpmyadmin installation does not check if MySQL server is running or not, but drops an error directly.
