Aha! The problem is mysql-server packages were not installed. The mysql packages were installed as requirements for Ampache in previous versions. I originally installed this, and when it failed I installed phpmyadmin to diagnose the problem. This failed as well. I found that mysql-server was not installed, and after installation all problems have been resolved.

I should point out (after making a very silly mistake) that in previous versions of ubuntu this package was installed as a dependency for ampache.
