Bug Description

The phpmyadin is not a major issue.
However the major issue is Ubuntu is slowing down too. The average boot or startup time for my ubuntu installation should be close to 3 or 4 minutes, which initially was only a few minutes may be around a 1 minute, which is acceptable. Found out that this has started happening not only to me but to a lot of people and this problem had actually started in 18.04 or 19.10 and this has percolated to 20.04 as well.
