phpmyadmin install missing php-gettext and php7.0-mbstring package

Bug Description

After install phpmyadmin, it need to install more 2 packages for working:

- php7.0-mbstring (it is new)
- php-gettext (it is duplacted: #1569128 )

First one is bug in PHP packaging (fixed in Debian, but not in Ubuntu 16.04). Second one is bug in Ubuntu patch (https://launchpad.net/ubuntu/+source/phpmyadmin/4:4.5.4.1-2ubuntu1), which did not properly adjust dependencies for PHP 7.0.

Thank you for reporting this bug. In Comment #3, did you have the order reversed? php-mbstring is a dependency problem (resolved in Bug # 1577482, which is pending upload for SRU), while gettext is an issue in the PHP7.0 packaging (as reference in Bug # 1569128)?
