Incorrect detection of privileges when creating routine

Bug Description

A user with database level (not global) privileges to create a routine is unable to do so from the Routines tab of phpmyadmin due to incorrect detection of privileges in the phpmyadmin PHP code for databases containing an underscore in their name. This bug has been documented (and resolved in phpmyadmin 4.2.6) on the phpmyadmin bugtracker. Pages 2 and 4 of the comment thread there also contains a patch for older versions, it would be nice to get this applied in Trusty, since this is an LTS release.
