Reading your DpkgTerminalLog.txt, it seems that the problem is comming from www-config-common

/usr/share/wwwconfig-common/pgsql.get: line 77: psql: command not found

It may come from the fact that you ask to install phpgroupware with pgsql and no postgres client are installed.

This is possible due to the fact that phpgroupware may be installed with mysql or pgsql. If mysqlclient is there the package
dependency is satisfied. In your log, postgresql is installed after phpgroupware.
You can reinstall the phpgroupware package and it should not fail.
