Hello, from your logs I see "Not replacing deleted config file /etc/php/8.1/apache2/php.ini". This may have been caused by manually removing the file or it's directory. Otherwise removing and reinstalling certain packages may cause it. Did you previously remove the file or any packages? That may help us solve the issue.
