Hello and thanks for your bug report. I tried to install php8.1-common on a clean Jammy system and it worked just fine, so we can't tell this is a bug in Ubuntu or a local configuration problem. Could you please provide us with more context on what you were doing when the problem happened, ideally with steps to reproduce the issue starting from a clean system?

As we need more information here I'm marking this bug report as Incomplete.
