Bug Description

php8.0 needs unblacklisted and re-added to impish.

php8.0 is packaged in Debian, and sync'd into Ubuntu during hirsute (and removed in LP: #1907177). We do want it included for impish, so need to revert the blacklist and allow it to re-enter the archive.

During development it is ok for php8.0 and php7.4 to co-exist; we'll retain the latter as the default php until we're ready to begin the transition. (See https://wiki.ubuntu.com/ServerTeam/Transition/Php8.0 for that transition plan.)

(The php7.4 task was needed here just because php8.0 was not yet in the archive, to shim the bug report).

php7.4 will need to be removed once the transition to 8.0 is complete, but that work can be tracked with LP: #1927264
