Hi,
thank you for your report Genesis and your help to make Ubuntu better.
I can't reproduce as it is working fine for me.

Unfortunately also the log is rather scarce:
Setting up libapache2-mod-php7.0 (7.0.13-0ubuntu0.16.10.1) ...
Module mpm_event disabled.
Enabling module mpm_prefork.
apache2_switch_mpm Switch to prefork
dpkg: error processing package libapache2-mod-php7.0 (--configure):
 subprocess installed post-installation script returned error exit status 1

Now if I read the related postinst correctly (debian/libapache2-mod-php.postinst.extra) the only thing that can fail later would be the restart of apache2.
What is "service apache2 status" show you right now?
