please sync php-twig from Debian

Package php-twig is affected by CVE-2024-45411. Debian released updated packages in September 2024 with version 3.8.0-4 for instance (see https://bugs.debian.org/1081561#21). Please sync php-twig from Debian at least for Ubuntu 24.04 LTS "Noble Numbat" and Ubuntu 24.10 "Oracular Oriole". Maybe you could also prepare a patch for Ubuntu 22.04 LTS "Jammy Jellyfish".

Thanks for taking the time to report this bug and helping to make Ubuntu better. Since the package referred to in this bug is in universe or multiverse, it is community maintained. If you are able, I suggest coordinating with upstream and posting a debdiff for this issue. When a debdiff is available, members of the security team will review it and publish the package.
