3) I expect to be able to install php-redis by running 'apt install php-redis'

4) Installation fails

The dependency probably needs changing to phpapi-20190902 .

Marking confirmed based on https://packages.ubuntu.com/focal/php-redis. I see that there is a newer version of this package in focal-proposed, which might resolve this issue if it migrates to the release archive.
