Could you provide some additional information on the bug? For instance, what version of Ubuntu are you using and what version of php-pear are you trying to install?

Could you provide steps to reproduce the issue?

Since your logs mention php 7.2, I assumed you are using bionic (18.04) and checked the dependencies for php-pear from the bionic packages in https://launchpad.net/ubuntu/+source/php-pear. None of them list php-archive-tar as a dependency.
