update php-memcache to latest version in ubuntu 20.04

Bug Description

I installed PHP 7.4 on Ubuntu 20.04 and tried to use Memcache extension to handle te session. This results into an zend_mm_head corrupted error. See https://bugs.php.net/bug.php?id=77900 for the bug report.

This is due to the version of this package 3.0.9-dev which is outdated. See https://pecl.php.net/package/memcache for a newer AND compatible version of this package.

Please update the php-memcache package in Ubuntu.
