Needs a /etc/php5/conf.d/idn.ini

Bug Description

I aptitude install'ed the php-idn package in Ubuntu 8.04 , but it was not enabled by default. I had to create a file /etc/php5/conf.d/idn.ini with the content

#configuration for IDN module
extension=idn.so

before it worked.

Ubuntu should create that file per default.

In Ubuntu 9.10 the file existed, but the extension=idn.so line was out-commented. IMO, the extension should be enabled by default when the extension is installed.
