Bug Description
phatch-cli depends on locate | mlocate, and those packages install cron jobs that creates a lot of background disk activity. Therefore users have a legitimate interest in keeping those packages off their systems. Also, from my (admittedly very cursory) investigation of phatch-cli, it can offer most of its functionality without a locate db.
So the dependency on locate | mlocate should imo be demoted to a Recommends or Suggests.
phatch-cli is 0.2.7.1-1.

What i have sometimes done in cases like this is to compile a dummy package (equivs or normal with pbuilder) and have that package provide and conflict with the package I did not want.
