After upgrade failure, I opened Synaptic, checked 'Broken', found phatch listed, marked for upgrade and applied. That worked for me.

phatch.desktop moved from phatch-cli to phatch. Could you please check if this works?:
sudo aptitude remove phatch-cli
sudo aptitude install phatch
