citrain decides to remove unity8, ubuntu-touch and various other packages instead of installing the silo packages

Bug Description
What happened:
Running a mako with the ubuntu-
Attempted to install silo 015 with
$ citrain device-upgrade 015 OMMITED ubuntu
The citrain then decided to remove the following packages:
ubuntu-touch ubuntu-

What was expected to happen:
It was expected that the packages in silo015 were installed (something like dbus-cpp, qtubuntu-media, qtmultimedia [a set of 6 packages] and media-hub)
Note that before we have had todo the following to make (for example for silo 048 work):
$ cat /etc/apt/
Package: *
Pin: release o=LP-PPA-
Pin-Priority: 1002
Then run apt-get update and apt-get install the specific packages.
$ apt-cache policy phablet-tools
phablet-tools:
Installed: 1.1+15.
Candidate: 1.1+15.

This is fixed in xenial, if you are running trusty/vivid/wily and want the fix you need to install phablet-
