Ubuntu Emulator is not working image 157+

STEPS:
1. sudo ubuntu-emulator create --channel ubuntu-touch/rc-proposed/ubuntu vivid
2. ubuntu-emulator run vivid

EXPECTED:
Emulator starts, displays the phone shell, and opens an ubuntu session

ACTUAL:
Emulator start, displays the phone shell, but the ubuntu session never starts

Image 157 is as far back as I can go and it has the same issue.

Likely to be related to bug 1458694.

Status changed to 'Confirmed' because the bug affects multiple users.

I think this is a very high priority bug, because many developers try their apps first on the emulator.
