pgpool2: Cannot accept() new connection. all backends are down

Bug Description

Binary package hint: pgpool2

After install package this doesnt work. On trying to connect server psql write:

psql: server closed the connection unexpectedly
 This probably means the server terminated abnormally
 before or while processing the request.

In server logs I see (pgpool2 start with -d options at /etc/init.d/pgpool2 start):

I have tried 2.2.3 instead of standart version. Bug repeats.

pgpool (one, not 2) works.

also for me pgpool2 is a problem with archlinux, so it seems not to be an ubuntu customization problem
